Error 161 when opening BVCON.FIL in Function Executor
Description
I get "Invalid control file" when logging in or amending  the company. 
When opening the BVCON.FIL in Function Executor, I get error 161: "The maximum number of user count licenses has been reached"
Cause

This can be that the licenses have not been applied correctly or incorrect Pervasive have been installed.

Resolution
Option 1: Check to make sure the correct version of Pervasive or Actian is installed on the server

BV2018/BV2019/BV2023 7.92.xx or lower: 

    • Standard Edition, Small Business Edition: Should have Pervasive Workgroup engine on the server
    • Client Server Edition: Should have Pervasive Server engine on the server

BV2023 7.93.xx or higher: 

    • Standard Edition, Small Business Edition: Should have Actian Workgroup engine on the server
    • Client Server Edition: Should have Actian Server engine on the server

Option 2: Check to make sure the number of license on the server is correct

  • Small Business Edition: License Administrator should show 3 permanent license
  • Standard Edition 1 user: License Administrator should show 1 permanent license
  • Standard Edition 5 user: License Administrator should show 1 permanent license and 4 User Count Increased
  • Standard Edition 10 user: License Administrator should show 1 permanent license and 9 User Count Increased
  • Client Server Edition 10 user: License Administrator should show 10 permanent license
  • Client Server Edition 20 user: License Administrator should show 10 permanent licenses and 10 User Count Increased
  • Client Server Edition 30 user: License Administrator should show 10 permanent licenses and 20 User Count Increased
  • Client Server Edition 50 user: License Administrator should show 10 permanent licenses and 40 User Count Increased
  • Client Server Edition 75 user: License Administrator should show 10 permanent licenses and 65 User Count Increased
  • Client Server Edition 100 user: License Administrator should show 10 permanent licenses and 90 User Count Increased

Option 3: Check to see if you have more users log in than the number you license you are entitled to

For example: You have license for 5 users, the 6th user will get the error.
